PHILIPSBURG--Former Deputy Leader of the United Peoples (UP) party and former United Democrats (UD) Member of Parliament (MP) Dr. Luc Mercelina on Sunday evening launched a new political party Unified Resilient Sint Maarten Movement (URSM) intended to bring change to the country.
